全球智慧城市高峰论坛《万宁共识》

城市是人类最伟大的发明之一。如今，全球有超过一半的人口居住在城市，而且这个比例仍在持续上升。更为关键的是，未来30年几乎所有城市人口的增长将发生于发展中国家。因此，未来我们如何促进城市更加智慧、富裕、生态、健康和幸福，成为我们在中国海南省万宁市召开的全球智慧城市高峰论坛筹备大会的焦点。作为全球智慧城市高峰论坛的发起者，我们在智慧城市的价值取向、建设标准和商业模式方面取得了如下共识。
效率效益、公平正义是智慧城市经济和社会发展的价值取向。首先，效率效益意味着智慧城市要以更低的生产和生活成本获得更高的幸福指数。其次，横亘在发达城市和发展中城市之间的信息鸿沟是信息时代最大的不公平，而填平这个信息鸿沟是智慧城市的使命。在我们看来，每个城市都应当从智慧城市的建设当中受益，每个人都应该享受智慧城市带来的幸福。
由于世界已变成地球村，因此我们需要制订一系列可行的全球智慧城市建设标准。云计算、物联网、移动应用、大数据挖掘和智能化系统逐渐使一切皆有可能。显然，城市之间再也不能互相隔绝。因此，在全球智慧城市之间应用一致的建设标准将会填平信息鸿沟，促进国际交流。我们将致力于制订可行的智慧城市建设标准并推向全球。
商业模式至关重要，因为它决定了智慧城市建设的成败。如今，传统商业模式面临巨大的挑战。硬件创新与软件创新的融合，传统制造业与互联网/物联网的碰撞，来自众募平台对传统私募投资的威胁，都将会改变传统商业模式。我们欢迎协同创新和包容式增长，因为这样能够促进效率效益、公平正义的实现，以及全球智慧城市建设标准的应用。
万宁市取名自《易经》：“首出庶物，万国咸宁”，意思是当全社会形成了共识，天下就和谐安宁。基于在万宁市取得的共识，我们决定共同发起组建全球智慧城市高峰论坛，以继续努力完成我们上述使命。

Wanning Consensus of Global Smart City Summit Forum

City is one of the man kind’s great inventions. Now more than half of the population lives in urban area, and it continues to grow. Moreover, almost all urban population growth in the next 30 years will occur in cities of developing countries. Hence, it is the focus of Preparatory Conference of Global Smart City Summit Forum (GSCS) in Wanning City, Hainan Province, China that how our future cities can make us smarter, richer, greener, healthier, and happier. As the initiators of GSCS, we have reached consensuses in value orientation, construction standards, and business models of Smart City.
Efficiency and effectiveness, fairness and justice are two pairs of value orientation with regards to economic and social development of Smart City. First of all, efficiency and effectiveness imply that Smart Cities should meet less production and living costs while achieving the better life-happiness index. Furthermore, the huge information gap between developed cities and developing cities is the most unfairness in Information Age. It is the missions of Smart Cities to fill this gap. In our view, each city should benefit from the development of Smart City, and everyone should enjoy the better life that Smart Cities bring.
Since the earth has become a global village, we need to develop series of feasible global standards of Smart City. Cloud computing, the Internet of Things, mobile applications, mega data mining, and intelligent system make varieties of applications possible. Obviously, cities can no longer cut off from each other. Therefore, applying the same developing standards across smart cities globally can fill the information gap and improve communication efficiencies internationally. We will devote ourselves to establish such practical standards of Smart City and to apply globally.
Business model matters because it determines success or failure of Smart City. Nowadays, traditional business models face tremendous challenges. The mixture of hardware innovation and software innovation, the collision between traditional manufacture and internet orthe Internet of Things, the threat from Kickstarter against conventional private equity may change traditional business models. We embrace and foster collaborative innovation and inclusive growth because both of them can achieve efficiency and effectiveness, fairness and justice, as well as the application of global standards of Smart City.
The name of Wanning City comes from The Book of Changes, a famous ancient Chinese scripture. It means the emergence of consensus implies the achievement of harmony among countries. Base on consensus achieved in Wanning City, we decide to initiate the establishment of GSCS to pursue our above-mentioned missions.
